In order to promote tourism in Lebanon and to encourage overland travel, the Lebanese Customs have issued an order cancelling the guarantee deposit (for the full amount of duties) formerly required to obtain a "red card" — or Temporary Admission Permit — for persons travelling without CPDs.


Until 2002, judgments on Customs claims were made by the Lebanese government's Customs Commission. In June 2002, the Lebanese Customs abolished this rule and henceforth judgments will be laid down by a special court. Customs duties and fines will be tripled for cases brought before this special court. It is therefore in the interest of carnet-issuing clubs to assist the guarantor, the ATC of Lebanon, by, settling Customs claims as rapidly as possible and by paying duties promptly. This will help to avoid cases going to court.
